台灣在去年12月公布施行國際兩公約
(聯合國「公民與政治權利國際公約」、「經濟、社會與文化權利國際公約」)
政府各單位要自我檢討是否有違反人權的法令，據報導財政部竟然說他們是完全符合兩公約精神，
不知道政府單位是否都自我感覺良好

財政部是民怨第一的單位，在政府部門中居民怨之首。
稅務的訴願救濟案件居全國行政機關之冠，人民跟政府打官司最多的單位就是財政部國稅局。

六法全書很厚
不過政府有些單位對付人民而產生的解釋令更是千萬條
現行實務上財政部用許多未經立法程序、自家關起門來訂的「解釋函令」來課稅，
依現行法律平均5到10年應修正一次法令，但10年以前的解釋令，財政部到現在還在用的，就超過百分之七十。

革命的發生 往往跟政府官員腐敗 苛稅造成人民痛苦有關

生平第一次走上街頭 見識到政府官員對人民陳情置之不理
